Where to buy:
As far as I can tell, Pound Puppies are not currently being produced. That means your best shot for purchasing them is luck and searching.

For Online Shopping: Check the standard websites: eBay nearly always has listings for the 1980s puppies, and Amazon usually has a few also.

For Offline Shopping: Try your local flea markets, secondhand stores, or even antique stores. I've found several for as low as $1 each at places like that. The condition varies, but most were in pretty good shape. This is where luck comes in, of course. But it never hurts to keep your eyes open.

Sept. 9, 2006: These are the last I saw in a retail store, at Big Lots. They're the more recent versions, but they do have the 'PP' emblem embroidered on the rear, some of the late 1990s pups didn't. They had several colors in both sizes at the time. No luck finding them at any other chains since.
